Update upstream signing key
The key imported back in 2021 had expired on 2023-07-30, but I did not
notice that until the signature verification finally failed today.
Update the key with the refreshed version from
https://invisible-island.net/public/dickey@invisible-island.net-rsa3072.asc.
There is 1 open security issue in bookworm.
