Drop test-failures.patch.
The patch had a mistake, which disabled IPv6 checks and thereby made the
tests pass.
The actual issues with the failing tests is not in the check but in the
tests themselves; or in the code; or in the enviroment.
Cf. https://github.com/rhandom/perl-net-server/issues/45
So after removing the patch, the tests will be run again and will fail
again.

Update build and runtime dependencies.
- Add more build dependencies to enable additional tests.
- Move SSL-related packages from Suggests to Depends to ensure encrypted
connections are possible.
