    Move pluto-jpl-eph binaries from usr/lib to usr/libexec
    
    Fixes lintian executable-in-usr-lib warning. According to FHS 3.0

    Add patch to restore watdefs.h that is deleted upstream
    
    eph2.cpp, eph.cpp, and sub_eph.cpp need watdefs.h and its
    INTENTIONALLY_UNUSED_PARAMETER() macro, but upstream commit 7278e3a
    deleted the file, breaking the build. Restore it verbatim plus the
    missing macro, and add the patch to series.
