d/memtest86+.install: keep installing the i586 image on hurd-i386
hurd-i386 is only disabled for now in Architecture, and d/rules still
builds the i586 image there. Restore it in the i586 filters, which the
switch to positive filters had dropped.

Describe the images and ISOs actually installed on each architecture,
including arm64 and loong64, and the arm64 serial console behaviour of
the grub script.

Apply the same TZ, mkdosfs and xorrisofs changes already used for i586
and x86_64 to the aarch64 and loongarch64 Makefiles, so that the arm64

d/grub: no default serial console entry for arm64
The ttyS0,115200 default is a legacy I/O port that does not exist on
arm64, where the UART is selected by its platform specific MMIO address
(console=ttyAMA,0x...). Add the arm64 serial console entry only when
GRUB_MEMTEST_SERIAL_PARAMS is set; the other architectures keep the
current default.

The negated architecture filters selected both the x86 and the
loongarch64 files on arm64, making dh_install fail, and nothing
installed the aarch64 build. Use positive filters and install the arm64
image as boot/mt86+aa64 and the ISO as
usr/lib/memtest86+/memtest86+aa64.iso.

dosfstools is not Multi-Arch: foreign, so in a cross build the host
architecture package gets installed and /sbin/mkdosfs (used to create
the ESP image) cannot be executed on the build machine. This fixes the
salsa test-crossbuild-arm64 job.
