Drop obsolete Breaks/Replaces from mono-devel
mono-devel Breaks: and Replaces: lists were far too long, and referring
only to package versions older than the current oldoldstable (Buster).
Dropping these gets us rid of some lintian errors.
Among the 9 debian patches available in version 6.12.0.199+dfsg-6 of the package, we noticed the following issues:
