d/rules: Pass $(CFLAGS_FOR_BUILD) to $(DEB_BUILD_GNU_TYPE)-gcc
There would be no reason to cross-compile this package, but strictly
speaking we should be using build architecture CFLAGS for the build
architecture compiler.
