    Stop overriding dh_auto_test
    
    This fixes multiple issues
    - Test failures were being ignored except on arch:all
    - Tests weren't even being run on arch:any builds
      because the command requires xauth & xvfb but they aren't in Build-Depends
    - no-parallel doesn't seem needed (wasn't happening on arch:all)
    - xvfb-run doesn't seem needed (wasn't happening on arch:all)
    - dh compat 13 takes care of several things for us. It already handles nocheck
      and in many cases, we might not need to override XDG_CONFIG_HOME.
      We don't need to worry about multiarch for XDG_CONFIG_HOME
    
    I believe official builds already happen with C_UTF-8.
