d/patches: backport licensing clarification
Besides changing the procServ.txt source, we also need to change the
generated files that come with the original tarball. Backport the patch
and rebuild all docs accordingly.
Use dblatex PDF generator, since asciidoc-fop should be more
lightweight, but it still depends on asciidoc-dblatex.xsl provided only
by asciidoc-dblatex. Depending on docbook-xml is needed to provide the
static DTD schema a2x(1) will use (through xmllint(1)) to validate the
intermediate file.
Removing parallelism is also a must, otherwise multiple a2x can run
simultaneously on the same directory, and step on each other's feet when
generating and consuming procServ.xml.

d/patches: backport known procServ bug fixes
Different procServ utility bugs have been fixed during the years
following the v2.8.0 release, and accepted upstream. Patch them all up
until we can upgrade to the following release.
Descriptions have been taken from the pull requests whenever possible,
so patches themselves contain useful information of changes made.
Exception here is 498687f49adf (Use long int for --coresize argument,
2020-07-01), whose description was written based on the bug report
discussion thread instead, and also complemented.
Bug fixes targeting procServUtils have been left out of this patch on
purpose, so that they can be properly evaluated when packaged.

d/rules: specify autoconf build system explicitly
Define this explicitly to avoid having debhelper(7) finding out there is
a setup.py for procServUtils, which we are not packaging yet, and
mistakenly deciding to use python_distutils instead.

Copyright information has been updated based on explicitly notes to
files, following Debian Policy section 2.3. ("Copyright
considerations"). This has been queried by running both
$ grep --color=always -C 10 -Eir '(copyright|©)' * | less -R
and
$ grep -E "\/\/.*[0-9]{4}" *.{cc,h}
which takes any C double-slash comment with four digits in a sequel
(finding names followed by years).
Moreover, it has been manually spotted that shlex.py has its own
copyright.
