debian: rename to protection-domain-mapper and re-release
As it was discussed in the ITP bug[1], the `pd-mapper` package name can
be confusing as it collides with the "Pure Data" namespace.
Renaming to `protection-domain-mapper` avoids this collision while still
being accurate ("PD" stands for "Protection Domain" in Qualcomm's
terminology).
