The removal of puppetserver will also cause the removal of (transitive) reverse dependencies: hiera-eyaml, openstack-cluster-installer, trocla. It depends (transitively) on puppet-agent, affected by #1120410. You should try to prevent the removal by fixing these RC bugs.
