Take #2 at fixing Build-Depends / Build-Depends-Arch (Closes: #1115061)
It turns out we build some binary bits for arch-all (because we're
building shared libs for the targets), so we need to duplicate these
dependencies.

Fix Build-Depends / Build-Depends-Arch up
Trixie has released and now git-buildpackage falls in a heap when trying
to build because it wants to install all the Build-Depends. Try and
clean this up so the base machine doesn't need the bits for a binary
build.

Add scanner support for Philips CD-i disc images (#18424)
CD-i discs have a unique quirk: they store data in tracks labeled as
AUDIO in both CUE and CHD formats. The scanner normally skips AUDIO
tracks when looking for data, causing CD-i games to never match the
database.

Build-depend on libpipewire-0.3-dev (Closes: #1095996)
1.20.0 adds support for Pipewire, so all we need to do is ensure we have
the Build-Dep present.
