    Refactor the automatic upload code.
    
    First, it was broken, assuming a wrong current directory.
    
    Second, there was a lot of redundancy in the preparation of the commands
    to run to upload and push.  This refactoring sets the commands onces
    and then either runs them or prints them.

    Fixes to avoid script exit when packages bugs listed in the BTS
    
    The command searching for closed bugs needs a real path to the changes
    file, not just the basename.
    
    The grep command was causing the script to exit when no bugs were
    closed.  The awk command was suggested to me by MS Copilot 365.  I think
    that it is simple enough that there is not risk of violating somebody's
    copyright by using it.
