We don't need to know from the config if vdso files might be available.
We can just call the make target and let the build figure out if
something should exist. This removes one full config entry that needs
to be maintained.

Implement configuration for Rust compiler and other build-dependencies
- Add build.rust_build_depends, and build.enable_rust configuration
fields. The enable_rust field is expected to be set
per-architecture while rust_build_depends can be global.
- Define a pkg.linux.norust build profile which disables use of Rust.
- For architectures where build.enable_rust is set, Build-Depend on
everything in build.rust_build_depends, with a restriction to
<!pkg.linux.nokernel !pkg.linux.norust>.
This doesn't support compiling OOT modules written in Rust, which is a
rather harder problem.

module: Disable MODVERSIONS and MODULE_ALLOW_BTF_MISMATCH
MODVERSIONS was useful when we used to build multiple versions with
the same release string and mostly compatible ABI. Now that we change
the release string with every upload, MODVERSIONS doesn't buy us
anything.
Similarly, MODULE_ALLOW_BTF_MISMATCH was useful then but not when we
change the release string with every upload.
Further, supporting MODVERSIONS together with Rust requires enabling
DEBUG_INFO and GENKDWARFSYMS. Currently we don't build debug info in
the pkg.linux.quick build profile used for CI, and changing that would
likely slow it down significantly.
So disable both of these.

Introduce a base package for version sync
The image and headers packages, if installed together, need to come from
the same version. If they are not from the same version, things like
dkms break down, as it can't build modules for the correct kernel.
Right now this is enforced by a strict dependency from headers to image.
To allow independent installation of image and headers, we introduce an
mostly empty base package (similar to gcc-x-base). Both image and
headers packages gain a strict dependency on this new base package.
This way the versions needs to match.

With the introduction of the test flavour, we added to-be-signed

not care for this differentiation.

d/b/test-patches: Stop handling rt featureset for test builds
We dropped the rt featureset with bdb71be00d6d ("Drop rt featureset")
but retained handling of it with the test-patches script. When testing a
patch the build will fail with:
make[2]: Entering directory '/tmp/linux-6.16.5'

Keep the logic in case we will in future re-add a featureset but drop
handling of 'rt' featureset itself to avoid the failure. Unconditinally
set featureset to 'none'.

d/salsa-ci.yml: Restore lintian checking of source package
The lintian job runs lintian on all .changes files. Since the
extract-source job went away, the source .changes file is no longer
included in the artifacts received by the lintian job.
To fix this, include the source .buildinfo and .changes files in the
artifacts of the build job.

d/salsa-ci.yml: Move orig tarball generation to a separate job again
Since the extract-source job was merged into the build job, many build
jobs have hit the timeout of 3 hours.
The orig tarball generation doesn't contribute much to this (typically
~10 min), but by splitting it out we can reduce the frequency of
hitting that timeout until we manage to speed up the actual build.
- Move orig tarball generation into a separate "orig" job
- Change the build job to depend on that, and not to update the orig
cache

Move linux-libc-dev symlink farm generation
Using dh_link means we can not reliably restrict which package the
symlinks ends up in, at least without hard-coding package names further.
Instead just create the symlink farms within the build step and then we
can use dh_install to select which parts get's installed where.
This is a preparation for linux-libc-dev-cross.
