The licenses.json file is missing from the .deb package
Without this file, the library can't be doing it's work properly. The
environment variable that's currently used for including the file is not
doing the right thing (it's not even documented in dh_ruby)

fix watch file
extraneous spaces and missing filemangle. uscan was somehow finding the
URL to a commit hash and thinking that this was the most recent version.
