Fix dpkg trigger for rygel multiarch plugin path
The intention is that any package shipping plugins should automatically
trip the dpkg trigger for the rygel plugin path and the trigger should
then ask rygel to reload.
Unfortunately when the package was converted for multiarch the triggers
where missed. This commit fixes that problem as well as cleans up some
duplication to hopefully make it easier to maintain the plugin abi
version in various files in the future.

Drop outdated upgrade fixup from postinst
old-old-stable (bullseye) already has 0.40.0-1, so no need to keep this
upgrade fixup around which only applies for those upgrading from
0.38.2-2 and earlier.
Automatic checks made by the Debian l10n team found some issues with the translations contained in this package. You should check the l10n status report for more information.
Issues can be things such as missing translations, problematic translated strings, outdated PO files, unknown languages, etc.
