Generate the version constraint on octave dependency from DESCRIPTION file
Until now, the version constraint on octave dependency was set to the version
of octave against which the package is currently compiled. This is
unnecessarily tight, and can thus in theory complicate upgrades and
transitions.
The version constraint is now extracted from the DESCRIPTION file, which better
matches the true constraint (as determined by upstream).
Note that for arch:any packages, the virtual dependency on octave-abi-* already
enforces in practice a dependency on the last major upstream version of octave.
