rules: rewrite from scratch
This file is considered LGPL-2+, whereas the whole packaging was always
documented as GPL-3+ since since its initial import, creating a bit of
inconsistency.
To solve this, rewrite it from scratch to be GPL-3+: since the result
of a minimal dh-using makefile with full hardening enabled is
practically the same, the only "visible" change is the lack of (new)
copyright/license.
