debian: own the uml-net group, and ship systemd-networkd tap examples
debian: record that uml-net group creation is best effort
dh_installsysusers is called with --no-scripts, so this file ships but
debhelper's generated postinst snippet does not; the group is created by a
guarded copy of that snippet in debian/postinst instead.
This is to avoid a hard dependency on systemd-sysusers.
