    Stop using legacy `test_the_archive` job and only run standard Salsa CI
    
    The legacy CI job `test_the_archive` is currently failing, and even if it
    passes, it does not test if this Go package actually builds or not. As the
    main packaging repository or forks might still have CI configured to run
    the legacy path `debian/gitlab-ci.yml`, replace the file with a link to
    the `debian/salsa-ci.yml` which was already added in 5058f78, but never
    activated.
