    Fix group ownership of /etc/ppp (Closes: #1133164)
    
    Remove /etc/ppp from the dh_fixperms chown to root:dip, leaving it
    owned by root:root. There is no reason for the directory itself to be
    group-dip, and doing so caused inconsistent group ownership depending
    on package unpack order. Subdirectories that legitimately need dip
    ownership (/etc/ppp/peers/, /etc/chatscripts/) are unaffected.
