d/watch: Update to version 5
The current version of d/watch fails to download the right file:

$ origtargz -d
Trying uscan --download --download-current-version ...

Could not find any location for procps_4.0.6.orig.tar.*
```
Using the template ensures that up-to-date URLs will always be used to
fetch the latest releases.

Drop dependency on init-system-helpers
i-s-h is Prio: essential, and version 1.29 is now 10 years old, so the
explicit dependency can be dropped.
