not yet updated debian/changelog. You should consider updating

Remove constraints unnecessary since buster (oldstable)
* puppet-module-puppet-archive: Drop versioned constraint on puppet (>= 4) in Depends.
* puppet-module-puppet-archive: Replace dependency on transitional package puppet-common (>= 3) with replacement puppet in Depends.
