Here are the relevant commit messages:
commit 25b94bb69de85d03a324441311eff1779391cd9b
Author: Boyuan Yang <byang@debian.org>
Date: Mon Sep 28 11:31:21 2026 -0400

Drop patch 0003, the default config is installed without it

The release tarball ships .git_archival.txt, so setuptools_scm lists
all source files and _default.toml ends up in the wheel anyway. Built
in sbuild without the patch: 317 passed / 16 skipped, autopkgtest
PASS, binary file list identical to 0.16.0-3. The same change has been
    merged upstream (https://github.com/googlefonts/nanoemoji/pull/510,
    commit ab705e60dccb9c12668ba9dc0758edf05dcb7126).

debian/patches: 2 patches to forward upstream low

Among the 5 debian patches available in version 0.16.0-3 of the package, we noticed the following issues:

  • 2 patches where the metadata indicates that the patch has not yet been forwarded upstream. You should either forward the patch upstream or update the metadata to document its real status.
