Include more classes of arches in the arch menu based on reportbug mode
The novice/standard modes only get official architectures,
the advanced mode also gets unofficial architectures and
the expert mode gets all architectures with usertags.

Add script to download and cache architecture information
The architecture usertags table, long names and officialness
are downloaded and cached in mostly their native format,
but with a header warning about not editing the files.
A README for refreshing the cache and modifying the original data
is included, as well as a convenience make target for devs.

Also handle deleting some tags or deleting all tags.
Rename the "Add tags" menu to "Add and or remove tags".
