Remove d/p/expand-isa-compatibility.patch
This patch requires GPU architecture fallback support provided by
libamdhip64-5, but that behaviour is no longer available in
libamdhip64-6. There's no point in keeping this patch anymore.

Reapply "Add Built-Using field to librocblas-doc"
It's unclear on whether this is acceptable. Sphinxdoc and Lintian seem
to be in disagreement.

Revert "Add Built-Using field to librocblas-doc"
Lintian built-using-field-on-arch-all-package states:
> The stanza for an installation package in debian/control declares a
Built-Using field even though the package is declared as Architecture:
all. That is incorrect.
