    Reorganise changelog operation to prevent double version bumps.
    
    dch --team is very tricky because it always force version bumps. The
    changes in this commit allow to use dch_git_commit without worring that
    the changelog is not yet ready, and ensure that "Team Upload" is added
    only once, only when needed and does not bump the version unecessarly.
