Remove superfluous declaration of “Rules-Requires-Root: no”.
As of dpkg version 1.22.13, this field is set to “no” by default. As such,
in this case the ‘Rules-Requires-Root’ field is redundant and should be
removed.

such, in this case the `Priority` field is redundant and should be removed.

Document removal of obsolete “Build-Depends: python3-tomli”.
As specified in upstream project metadata, the dependency is not needed at
Python 3.11 and later. The current Debian “oldstable” has ‘python3’ version
“3.11.2-1”, and all later releases are greater versions.
