Declare upper dependency version for python-csb43.
This module moved in the next major to a different implementation of
aeb43:
Replace csb43 by aeb43 package to parse AEB43 statement

The version 1.0.0 of csb43 introduced incompatible changes and is
therefore unusable for this module.
Automatic checks made by the Debian l10n team found some issues with the translations contained in this package. You should check the l10n status report for more information.
Issues can be things such as missing translations, problematic translated strings, outdated PO files, unknown languages, etc.
