Fix the functional test if it_IT.UTF-8 is not there.
If the it_IT.UTF-8 locale is not really installed on the system running
the tests, the Python invocation of u8loc will detect an unknown locale
and set LC_CTYPE to C.UTF-8 or similar, so u8loc will then return "C" in
addition to "it" as a preferred language.

Split the detection functions into the utf8_locale.detect module, but
still import them in the top-level module.
Add a command-line tool that currently only runs a program in
a UTF-8-friendly environment.
Add a functional test for the u8loc command-line tool.

tests/data.json so that it may be reused in the functional test.
