    Make libclang-rt-23-dev-win reproducible
    
    Since clang 23, COFF objects built for *-windows-gnu embed the build
    time in the TimeDateStamp header field. Build the mingw compiler-rt with
    -mno-incremental-linker-compatible to get a zero timestamp.
