* New upstream release.
* Switch Debian package build from autotools to dh with cmake+ninja.
* Force the Debian build to use the system Biosig provider.
* Refresh CMake install manifests, including embedded Stimfit Python files
and toolbar assets.
* Keep building the standalone python3-stfio binary package from the
modern CMake pystfio module path.
* Restore the python3-stfio import autopkgtest alongside the stimfit smoke
test.
