Version 1.18 of ros-metapackages is marked for autoremoval from testing on Thu 02 Jan 2025. It depends (transitively) on ros-image-transport-plugins, urdfdom, affected by #1087857, #1089193. You should try to prevent the removal by fixing these RC bugs.
