vcswatch reports that
this package seems to have new commits in its VCS but has
not yet updated debian/changelog. You should consider updating
the Debian changelog and uploading this new version into the archive.

d/libsystemd-shared.preinst: refuse to upgrade without unified cgroupv2 hierarchy
This is not graceful, but if we allow the package upgrade to continue,
pid1 will die on re-exec, which is worse. Do this in libsystemd-shared.preinst
since systemd Pre-Depends on it, and will not be functional if the old
libsystemd-shared has already been replaced.
On Ubuntu, there is an identical check in ubuntu-release-upgrader, so
this is a redundant measure in most cases.
