Disable LexActivator on unsupported architectures (loong64, sparc64)
LexActivator is a proprietary third-party licensing library which is not
available in Debian and has no prebuilt binaries for loong64 or sparc64.

The build system unconditionally links against -lLexActivator, which causes
a linker failure on these architectures:
/usr/bin/ld: cannot find -lLexActivator
.
Since LexActivator is only used for optional license/activation features and
is not required for core functionality, disable it on unsupported
architectures to allow successful builds.
