d/rules: Use rocm-target-arch with --for-build
I deliberately avoided this because I did not want to have the target
reduction propagation feature used at this point, but then this also
doesn't pick up the distribution so gfx942 is missing from the
experimental build.
Among the 6 debian patches available in version 5.7.1-6 of the package, we noticed the following issues:
