Salsa CI: Extend timeout beyond default 1h as RocksDB builds are slow
The amd64 and i386 build of RocksDB were frequently timing out on Salsa
CI, taking longer than the default 1h. Extend the timeout to avoid it
happening. On current Salsa builders without a cache the build takes
about 1h 10m, but make the timeout 2h just in case.
Also switch to using `recipies/debian.yml` as recommended in README at
https://salsa.debian.org/salsa-ci-team/pipeline.

Extend gbp.conf and write a README.source.md about package maintenance
Configure git-buildpackage permanently via a gbp.conf file to allow running
git-buildpackage commands without having to remember all the options.
Comment the config file extensively to explain each option. Also add a
README for package maintainers and contributors to make it explicit on
what are the correct commands to run for imports and contributions.

Apply 'wrap-and-sort -vast'
Sort and wrap files and lines using a popular Debian standard. This file
matches now both 'wrap-and-sort -vast' and 'debputy reformat --style=black'.
Among the 11 debian patches available in version 9.3.1-1 of the package, we noticed the following issues:
