debpython/interpreter.py: fix SOABI parsing and multiarch naming for Python 3.10+
- Update EXTFILE_RE to match version tags with >= 2 digits (e.g. 315).
- Fix version reconstruction in check_extname to use info['ver'][1:] so
"315" evaluates to "3.15" rather than "3.1".
- Avoid duplicating the multiarch triplet when sysconfig SOABI already
includes it.
- Allow check_extname to infer version from filename without crashing
when called with no version set.
